On February 28, 2025, Duolun Technology and China Automotive Engineering Research Institute Co., Ltd. (CAERI) officially signed a strategic cooperation agreement. According to the agreement, the two sides will engage in in-depth cooperation in the fields of new energy vehicle testing, energy storage technology innovation, and industry-standard formulation to jointly promote the full-chain upgrading of new energy vehicles and accelerate the implementation of the national “dual carbon” strategy. Leaders including Chao Peipei, Director of CAERI, and Zhang Anqiang, Chairman of Duolun Technology, attended the signing ceremony.

01 Build a strong alliance to solidify the cooperation foundation

As a public technology innovation platform specialized in automotive product development, experimental research, and quality testing in China, CAERI is dedicated to delivering solutions, software data, and equipment tools in the three technology fields of product safety, green production and user experience. With nearly 30 years of experience in technological innovation, Duolun Technology strives to become a comprehensive service provider in the fields of “people, vehicles, roads, and new energy” by focusing its efforts on smart cities, smart public security, new energy vehicle testing, new energy charging piles, and energy storage.

After extending a warm welcome to the visiting leaders of Duolun Technology, Director Chao Peipei reported on the recent progress in bilateral cooperation and highlighted the core advantages of CAERI in the R&D, testing, and certification of automotive technology. She expressed the hope that the two parties would further deepen innovative collaboration and explore cooperation in emerging fields to contribute to industry development.

Chairman Zhang Anqiang expressed gratitude for the long-standing support from CAERI, stressing that the two parties share a common vision in the testing equipment of new energy vehicles. He also expected that the two sides would achieve mutual promotion and win-win results by strengthening the deep integration of technological innovation and establishing an interaction platform.

02 Identify five potential areas of cooperation to boost industry development

In this cooperation, the two sides will work to drive the regulated and orderly development of vehicle inspection through intensified efforts in five areas: national standards and industry development, testing equipment of new energy vehicles, education and training on new energy vehicles, retired batteries and energy storage, and social welfare.

In terms of industry-standard formulation, joint efforts will be made to boost the development and implementation of national standards for the testing of new energy vehicles. That will help resolve the challenges of inconsistent testing standards and uneven equipment quality in the industry.

As for collaboration in market technology, they will jointly explore and develop new markets and technologies based on policy, market, and customer needs.

In order to cultivate industry professionals, the two sides will work together to develop training equipment and materials and organize relevant training on the testing of new energy vehicles. 

With regard to security updates of energy storage, they will jointly develop the battery testing equipment for new energy vehicles, in a bid to enhance the security of Duolun Technology’s energy storage system.

In terms of public welfare on traffic safety, a series of social public welfare activities will be hosted or co-hosted by the two sides of road traffic safety to fully strengthen the traffic safety awareness of traffic participants.

03 Create an industry-closed loop to promote new energy strategy implementation

This cooperation represents a substantive move made by two industry-leading companies in response to the country’s new energy development strategy. The two sides will be committed to creating an industry-closed loop of “technology R&D - standard formulation - market promotion” by acting on the principles of mutual complementarity and commercial sustainability.

As the Code of Practice for New Energy Vehicles Safety Operation Inspection was officially implemented in March 2025, this cooperation is also a positive response to the new national regulations on new energy vehicle testing. As a member of the National Standard Committee of New Energy Vehicles Safety Operation Inspection, Duolun Technology will join hands with CAERI in fostering inspection capacity building and professional talent cultivation to ensure the efficient implementation of new national standards.
