Recently, Duolun Technology, in collaboration with Jinling Institute of Technology and China Unicom Nanjing Branch, successfully secured a spot in the “2024 Nanjing Low-Altitude Flight Demonstration Application Scenarios” with their proposal on “UAV-Enabled Urban Key Airspace Integrated Ground-Air Traffic Management”. This achievement signifies Duolun Technology’s new breakthrough and development in the exploration of low-altitude domain technologies.

In 2024, the low-altitude economy, representing a new engine of new quality productive forces, emerges as a vast new blue ocean filled with opportunities and challenges. From the scientific top-level design to the continuous release of policy support, from active exploration in airspace management to the constant technological innovation, the low-altitude economy is thriving with broad prospects. In August 2024, the General Office of Jiangsu Provincial People’s Government issued the Implementation Opinions on Accelerating the High-Quality Development of the Low-Altitude Economy, which clarified key tasks such as accelerating the construction of low-altitude infrastructure and enhancing the innovation capacity of the low-altitude industry.
As at the end of 2024, the Nanjing Municipal Transport Bureau, together with the Nanjing Low-Altitude Flight Service Center, which adhered to principles of setting benchmarks, highlighting innovation, and strengthening leadership, publicly solicited typical demonstration application scenarios for low-altitude flight throughout society. Duolun Technology was successfully selected.
Scenario Priority: Breakthrough in Ground-Air Integration Technology
The selected project, “UAV-Enabled Urban Key Airspace Integrated Ground-Air Traffic Management”, leverages the extensive real-time monitoring and rapid response capabilities of drone technology. It focuses on researching precise coordination across terminals, safety domains, and platforms between low altitudes and the ground. The initiative includes constructing UAV automatic takeoff and landing airports and an integrated ground-air command and dispatch system. It aims to explore new models of integrated ground-air traffic management in urban key areas such as arterial roads, congested zones, or areas with frequent large-scale events.
It is worth mentioning that the integrated ground-air command and dispatch system, constructed relying on the public security traffic management command platform and based on core technologies such as 5G low-altitude intelligent networking, AI perception in traffic scenarios, and ground-air collaborative control, can achieve ground-air collaborative operations in various scenarios, including automatic inspection, illegal evidence collection, enhanced ground-air collaborative perception, congestion coordination and diversion, joint investigation and seizure of potentially dangerous vehicles, emergency escort and support, and low-altitude traffic command under signal lamp failure.

Platform Synergy for a Multi-dimensional Low-Altitude Economy Traffic
Previously, Duolun Technology successfully joined the Low-Altitude Economic Development Industry Research Institute under Jiangsu Provincial Comprehensive Transportation Society. Along with five other units, including JSTI Group and the National Key Laboratory of Air Traffic Management System, Duolun Technology became a co-founding member. It will support the coordinated innovation and industrial development of Jiangsu’s low-altitude economy.
