On December 18, the 2024 C-V2X “Four-Cross” (Nanjing) Pilot practice event was held in the Jiangsu Software Park, Jiangning Development Zone. Attendees included Chen Zhihai, deputy director of the Jiangning Development Zone Management Committee; Hu Zhangsheng, level 1 division rank official of the Nanjing Municipal Bureau of Industry and Information Technology; Xu Heyuan, chief expert of the China Academy of Information and Communications Technology (CAICT) and Tan Minqiang, general manager of China Automotive Innovation Corporation (CAIC).


The event was co-sponsored by the Nanjing Municipal Bureau of Industry and Information Technology and the Jiangning Development Zone Management Committee, and was co-organized by Jiangsu Software Park, CAICT, Duolun Technology and China Automotive Safety Corporation. It attracted numerous global vehicle manufacturers (including FAW, GAC, King Long, Dongfeng and Mercedes-Benz and supply chain leaders (including CAIC, CICTCI, Mobility Asia, ZXAUTO, FULSCIENCE, QUECTEL, Shengan, XDJA).

Accelerating Scaled Application of Vehicle-Road-Cloud Scenarios with Intelligent Connected Systems


The event leveraged the intelligent connected open-road infrastructure scenarios at Jiangsu Software Park to carry out verification of full-vehicle functions such as collaborative warning and driving assistance. It also marked the first-ever verification of the LTE-V2X positioning synchronization solution under conditions without Global Navigation Satellite System (GNSS) signals. This promoted the implementation and widespread application of standard solutions.

11 intersections of Jiangsu Software Park became the focus of technological innovation in the practices of the 2024 C-V2X “Four-Cross” Pilot. Duolun Technology, as a co-organizer, fully supported the advancement of the event. The company carried out a comprehensive connectivity upgrade of the roadside traffic infrastructure in the designated area, enabling real-time transmission of traffic signal information across the entire section. This provided intelligent connected vehicles with more precise and real-time guidance and decision-making support, boosting the efficiency of road traffic and driving safety.

Accelerating the Implementation of Vehicle-Road-Cloud Integration in Nanjing


The year 2024 is a pivotal year for the VRCIS development. In January, five authorities—the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development and the Ministry of Transport—jointly issued a Notice on Conducting Applications for Intelligent Connected Vehicles’ “Vehicle-Road-Cloud Integration”, focusing on the collaborative development of intelligent connected vehicles, aiming to build urban-level pilot projects. In July, the aforementioned five departments released a list of 20 cities selected as pilot cities for the VRCIS application, with Nanjing making the list.


As a key part of the national initiative on intelligent connected vehicles’ Vehicle-Road-Cloud Integration pilot city, the Jiangning Development Zone attaches great importance to green, electric, connected and intelligent development, as well as key technological research, product development and application promotion in such areas as smart connected mobility experience, bolster the construction of a modern automotive industrial system. The Jiangning Development Zone has completed high-level intelligent road upgrades in core areas and achieved full high-definition mapping coverage in demonstration operation areas, supporting 30 types of collaborative vehicle-road applications. In addition, 5G network coverage has been established to enable dynamic, real-time vehicle-road-cloud information exchange. Furthermore, a city-level platform for intelligent connected vehicle interoperability has been built, underpinning the issuance of legalized and standardized test licenses for these vehicles, as well as facilitating data monitoring of intelligent connected vehicles in the city.

This event not only contributes to the technological advancement of intelligent connected vehicles but also offers an excellent platform for interconnection and collaboration among industry chain enterprises. In the future, the Jiangning Development Zone will strengthen measures such as industrial and organizational support to vigorously develop the core technologies for VRCIS within innovation platforms. It will focus on refining typical application scenarios, such as traffic light reminders and beyond-visual-range sensing, expand the value of IoV applications from multiple dimensions, including cost reduction, efficiency improvement and safety assurance, and explore sustainable development models. All these measures aim to nurture new industrial forces and support the practical implementation of the VRCIS pilot in Nanjing.


Currently, the VRCIS industry is experiencing rapid development, driven by both policy support and market demands. With ongoing technological advancement and the expansion of application scenarios, VRCIS is set to become a key pillar of future intelligent transportation and smart cities.
