The management of motor vehicle drivers is an important guarantee for road traffic safety. In the context of China's full-scale entry into the motorized society, in order to adapt to the new situation and requirements and to promote the intelligent development of motor vehicle driver management, the Seminar for Developing Digital Intelligence on Motor Vehicle Drivers' Management was successfully held on December 6 in Hangzhou, Zhejiang, jointly hosted by the Traffic Safety Research Center of the Ministry of Public Security and the China Road Traffic Safety Association, and co-hosted by the Traffic Management Bureau of Zhejiang Public Security Department, the Zhejiang Road Traffic Safety Association, and Hangzhou Public Security Bureau, and supported by Duolun Technology and Huawei. Li Zhian (the Vehicle and Driver Management Department of the Traffic Management Bureau of the Ministry of Public Security), Wang Fan (vice president of the China Road Traffic Safety Association), Sheng Hongbiao, (a member of the Party Committee of Traffic Management Bureau of Zhejiang Public Security Department and director of the Vehicle Management Bureau of Zhejiang Public Security Department), and Kong Wanfeng ( member of the Party Committee of Hangzhou Public Security Bureau and deputy director of the Hangzhou Public Security Bureau) attended the seminar. Over 200 people from public security traffic management departments, scientific research institutions, colleges and universities and related enterprises gathered in Hangzhou to observe the intelligent management of Hangzhou's motor vehicle drivers and to exchange and share their experience in exploring and practicing the modernized governance of public security traffic management.

“Using Digital Intelligence as an Engine, Exploring the Pinooring Modernization of Driver Management”

Yang Lijia introduced that Hangzhou Traffic Management Bureau is guided by new policing concepts, deepening the management of drivers with work concepts such as "guarding safety, serving the people, and risk prevention and control", combining various businesses of car and driving license management in Hangzhou, and launching intelligent examination, digital supervision, and "cloud window" services to promote high-quality and modernized development of car and driving license management and enhance the new quality police ability.

For the safety of the road transport industry, Wang Xuesong proposed a multi-dimensional driving behavior research method that integrates natural driving research, driving simulation research and behavioral psychological questionnaires; for vehicle safety, it improves the intrinsic safety of the vehicle from three aspects: high-risk driving behavior detection, driving assistance detection and early warning, and optimization of active safety vehicle-mounted equipment; and for driver safety, it puts forward the safety education technology based on behavioral analyses and psychological cognition. For driver safety, safety education technology based on behavior analysis and psychological cognition is proposed. And from the aspect of improving enterprise safety management capability, it proposes the establishment of online closed-loop management for drivers, enterprise safety assessment and improvement, and other integrated enterprise safety management technologies for human vehicles and enterprises.
“Application of Artificial Intelligence and Automatic Driving Technology in Vehicle and Driver Management Business”

“Requirements, Methods and Innovative Practices for Supervision of the Motor Vehicle Driving Examination Center”

Hu Xinwei introduced the requirements and implementation methods of supervision and inspection of driving theory test centers and driving skill test centers, as well as the method of supervision and inspection relying on the test system parameter management software and test data, and shared the innovative practice of how to find out the problems and put forward technical solutions during the supervision and inspection work of the test center.

“Process-Oriented Digital Intelligence Enhancement of Driving Ability Methods and Practices”

Aiming at the demand for digital and intelligent transformation of the driver training industry, Zhao Xiaohua integrated the training and examination data of the whole chain, put forward the benchmark assessment method of optimal driving behavior, designed and developed the teaching feedback function based on the teaching feedback training framework of “Knowing-Teaching-Acting”, and evaluated its effectiveness, so as to improve the digital, intelligent, and scientific training process of motor vehicle driving trainees.
“Exploration of Precision Education Paths for Motor Vehicle Drivers”

Liu Tao shared the process of the information industry from informatization, digitization, and gradual advancement to intelligence, and introduced the new infrastructure system matching intelligence and the solution idea of establishing complex urban traffic management in the era of big models on this basis.

During the seminar, the guests visited the Vehicle Management Department of the Traffic Police Detachment of Hangzhou Public Security Bureau and the Fuyang Changkou Automobile Examination Center in Hangzhou. Hangzhou Public Security Bureau party committee member and traffic police detachment chief Ke Hangen introduced to the guests in detail Hangzhou traffic police to explore and practice the “professional + mechanism + big data” new police operation mode, built and operated closer to the actual combat needs of the “five major professional centers”, forming Hangzhou's first practical organization system of vehicle management with this city’s distinctive features.
