Under the major national development strategies such as transportation-driven strategy and new infrastructure, Nanjing, as an important central hub in eastern China, has launched four new actions since this year to “develop new infrastructure, cultivate new consumption, expand new industries and build a new city”.

Jiangning District, as the vanguard of Nanjing’s reform and development, has actively implemented Nanjing’s "four new" action plan and accelerated the construction of infrastructure. As an important part of digital infrastructure and the main power point of the transportation-driven strategy, smart transportation is entering a new stage.

Jiangning District, Nanjing 

Jiangning District, Nanjing is located in the south-central of Nanjing, Jiangsu Province, covering an area of about 1,573 square kilometers, with a resident population of about 1.2485 million and a total of 42.73 million passenger trips in the whole year. The district owns many transportation systems such as aviation, port, railway and highway, and is an important transportation and logistics hub and airport hub in the eastern part of China.

On May 22, 2020, in order to further improve the level of urban road transportation management in Jiangning District and increase the efforts of Jiangning District to introduce domestic and foreign smart transportation management experience and technology, the unveiling and signing ceremony of the “Joint Smart Transportation Research Laboratory”, jointly established by Nanjing Municipal Public Security Bureau Jiangning Branch and Duolun Technology, was successfully held in the traffic police battalion of Nanjing Municipal Public Security Bureau Jiangning Branch.

Joint Smart Transportation Research Laboratory is built by Duolun Technology and Nanjing Municipal Public Security Bureau Jiangning Branch together. With the principle of "powerful combination, complementary advantages and common development", the two sides take the comprehensive control of urban transportation signals, traffic big data construction, smart transportation guidance, road transportation safety and vehicle-road coordination technology as the research direction, jointly promote the smart construction of urban transportation in Jiangning district through technical innovation and localized demonstration application of standard difference finding, and the results of the cooperation will be applied to Jiangning District firstly, then gradually spread to other cities in Jiangsu province and even spread across China.

As an important cooperative enterprise of Nanjing Municipal Public Security Bureau Jiangning Branch in the field of smart transportation, Duolun Technology has not only built the control system of more than 1100 signal light intersections, traffic guidance screen control system, stream self-detection signal and self-timing, smart luminous zebra crossing and other front-end systems in the region, but also cooperated with the traffic police battalion to develop a series of scientific and technological platforms and achieved fruitful results.

In May 2018, Duolun Technology and the Traffic Police Battalion of Nanjing Municipal Public Security Bureau Jiangning Branch jointly completed the construction of the “Transportation Big Data Situation Analysis Platform” and a signal control optimization evaluation tool system based on internet data, which helped the application of Jiangning signal optimization and won the “Second Prize of 2019 Nanjing Municipal Public Security Bureau Powerful Police of Science and Technology Award”.

In September 2019, Duolun Technology and the traffic police battalion jointly completed the construction of a "Transportation Big Data Application Platform". It conducted big data information analysis from multiple dimensions such as traffic situation, vehicle passing research and judgment, illegal behavior monitoring, safety supervision, equipment operation and maintenance and supported the work of the command center. It was unanimously praised by the leaders at the transportation on-site meeting of the "Daqing Transportation Security Decisive Mobilization and Deployment Meeting for the 70th Anniversary of the Founding of the People's Republic of China" hosted by Nanjing Municipal Public Security Bureau.

In November 2019, the R&D group of Duolun Technology and the business experts of the traffic police battalion completed the R&D and construction work of the "Vehicle Moving Police Situation Analysis Platform" together based on the screening, sorting, analysis and judgment of the locations, times and vehicles with high incidence of vehicle moving police situation in Jiangning district and put it into use quickly, which aims to guide the work with information and improve the travel quality of residents with scientific and technological means.

Recently, Duolun Technology and the battalion worked together again to build a “Jiangning Transportation Information Comprehensive Release Platform”, which can realize centralized management and one-click release in various guidance methods such as parking guidance, road condition guidance, travel time, publicity slogans, illegal behavior warning, intersection micro-guidance, greatly improving the efficiency of information release.

In the future, with the "Joint Smart Transportation Research Laboratory" as a platform, the two sides will carry out in-depth police-enterprise cooperation around "transportation safety innovation research", “transportation big data application research”, “vehicle-road collaborative innovation research”, “urban road network signal optimization and control system based on artificial intelligence” and other aspects, and develop more system products conducive to improving Jiangning’s transportation environment and travel quality. Meanwhile, it will cultivate comprehensive talents in transportation management and lay a solid foundation for the effective transportation management in Jiangning district.

Under the strategies of new infrastructure and transportation-driven country, Duolun Technology will join hands with Jiangning Public Security in depth to comprehensively improve the technical content and construction level of smart transportation with advanced new generation information technology, so as to add strong impetus for Jiangning district's smart transportation to establish a demonstration image in China.
