Industry and Information Technology Department of Jiangsu launched the recognition of “2021 Provincial Technologically Advanced Little Giant” enterprises in accordance with the Three-Year Action Plan for Upgrading Thousands of Enterprises in Jiangsu Province (2020-2022) and the Work Plan for Improving the Quantity and Quality of Small and Medium-sized Enterprises in 2021 in order to implement earnestly the Guiding Opinions on Strengthening the Healthy Development of Small and Medium-sized Enterprises released by the General Office of the CPC Central Committee and the General Office of the State Council, promote the development level of small- and medium-sized enterprises (hereafter SMEs), and foster technologically advanced little giant enterprises.

On December 17, Industry and Information Technology Department of Jiangsu published the list of enterprises that had been approved as PRSN little giants after a series of procedures such as the preliminary audit, recommendation, and panel review, upon which Duolun Technology saw itself. In recent days, Duolun Technology has been officially named as “2021 Provincial Technologically Advanced Little Giant” Enterprise upon the expiration of the publicity period. 

 What is the Technologically Advanced Little Giant named for?

It refers to professional, refined, specialized, and novel, respectively. Technologically advanced little giant enterprises, determined after multiple evaluations, are SMEs that outperform their peers and exemplars of market segmentation, innovation capacity, market share, key and core technologies as well as quality and effectiveness.

At present, there are 1,832 state-level “Little Giant” enterprises nationwide. They are generally committed to market segmentation with strong risk-resisting ability. In 2021, the Ministry of Finance and the Ministry of Industry and Information Technology of the PRC (collectively referred to as the “Two Ministries”) jointly issued the Notice on Supporting the High-quality Development of Technologically Advanced Small and Medium-sized Enterprises( No. 2 [2021] of the Ministry of Finance, hereinafter referred to as the “Notice”) so as to step up efforts to form, exploit and support more technologically advanced little giant enterprises, and realize the goal of “shoring up weak spots, optimizing areas of strength and filling the void” in some sub-divided key fields.

The “Notice” points out that during the 14th Five-Year Plan period, the central government will guide local governments to improve support policies and the public service system by virtue of the special fund for the development of SMEs. Specifically, it will give priority to the high-quality development of over 1,000 state-level technologically advanced little giant enterprises in three batches (a lapse of no more than three years), with a view to prompting them to be more exemplary. In addition, efforts will be made to pool such resources as funds, talents and technologies, thus helping about 10,000 SMEs evolve into state-level technologically advanced little giant enterprises.
