Suzhou Traffic Police proactively responded to national policies, including the "Twelfth Five-Year Plan" for Road Traffic Safety (Safety Committee Office [2011] No. 50) issued by the State Council Safety Committee and Notice on Promoting and Applying Education Base Sci-Tech Achievements during National Road Traffic Safety Sci-Tech Action Plan (Ministry of Public Security [2012] No. 46) issued by Traffic Management Bureau under the Ministry of Public Security, and decided to build a traffic safety education base large enough to accommodate over 3,000 visitors per day in Guanshan Test Site, the biggest motor vehicle driver training and test base in Suzhou.

    The education base mainly serves new motor vehicle drivers, drivers required to take re-qualification test, full-time drivers, primary and secondary school students, and other social groups. It strives to create a safe and civilized travel environment for all citizens and strengthen communication between traffic authorities and all traffic participants.
