In 2017, the Ministry of Public Security issued Opinions on Several Issues Concerning Promoting the Development of Public Security Informatization, which clarified the development direction of public security informatization. The document sets the application of public security big data as the core task, and formulated "three horizontals and three verticals” as the overall technical framework of the "13th Five-Year Plan”, providing technical solutions for the systematic, integrated, and synergistic construction of national police service big data platform.

As an important way to maximize the effectiveness of police resources, building a dynamic, digitalized and integrated coordination system and effectively improving the core combat capability of the public security organs, is the direction actively explored and pursued by the authorities. In the context of the strategic development of national big data, new information technologies represented by the Internet of Things and big data are deployed in the public security informatization, initiating a new model of smart police service marked by big data integration, fusion, and application.
